In light of the ongoing humanitarian crisis in the Gaza Strip, we urgently appeal to all humanitarian organizations, relief agencies, and international bodies:

Humanitarian aid must reach every person in need, without exception.

While many families have been displaced and are living in overcrowded camps, thousands more remain trapped inside their damaged or partially destroyed homes. These families are suffering immensely, facing:

Shortages of medicine and medical supplies

Power and fuel outages

Unsafe living conditions

Difficulty accessing basic necessities

Staying home does not mean safety, stability, or that assistance is not needed.

We call on:

International humanitarian organizations

Medical relief teams

Food and water distribution agencies

All aid coordinators

To ensure that aid distribution plans include camp residents and families still living in their homes.

Humanitarian aid must be based on need, not location. No family should be left behind.

No child should be overlooked.

No elderly person should be left without medication.

We urge immediate action to ensure the fair, inclusive, and transparent distribution of aid in all areas.

The scale of the destruction has led to mass displacement, leaving hundreds of thousands of civilians without shelter or protection. Families, especially children, women, the elderly, and persons with disabilities, are exposed to harsh weather conditions, increased health risks, and constant insecurity. The lack of adequate shelter has become a critical humanitarian concern and a life-threatening issue.

 Ms. Baron wishes to draw attention to the fact that continued restrictions or delays impeding the entry of emergency housing and shelter assistance, including temporary shelters, prefabricated housing units, tents, insulation materials, and other essential shelter items, are significantly exacerbating the suffering of civilians and undermining humanitarian response efforts. Shelter is a fundamental component of humanitarian assistance and is indispensable for protecting life, health, and human dignity.

Recalling the principles of international humanitarian law, including the obligations to protect civilians and ensure rapid, safe, and unimpeded humanitarian access, Ms. Baron calls on the United Nations, under the leadership of the Secretary-General and the Office for the Coordination of Humanitarian Affairs (OCHA), to intensify efforts to:

Ensure the immediate, safe, and unimpeded entry of emergency housing and shelter convoys into the Gaza Strip;

Advocate for the removal of all obstacles to the entry of materials needed for temporary housing and shelter;

Ensure the protection and safe passage of humanitarian personnel and relief convoys;

Strengthen international coordination to ensure that shelter assistance is delivered impartially, efficiently, and without politicization.

 Ms. Baron further emphasizes that the continued denial of shelter to civilians puts their lives at grave risk and exacerbates the already catastrophic humanitarian crisis. Swift and decisive action by the United Nations remains crucial to preventing further loss of life and upholding the organization's humanitarian mandate.

Deprivation of Humanitarian Essentials: Restricting and obstructing access to food, clean drinking water, medical supplies, and humanitarian aid constitute a direct violation of international law, exacerbating an already dire humanitarian crisis.
