Call for Imposing Immediate Sanctions in Response to Ongoing Violations of International Humanitarian Law


In accordance with the principles enshrined in the Charter of the United Nations, the Geneva Conventions, and established standards of international humanitarian law, I respectfully submit this statement urging the international community to take immediate and comprehensive measures against Israel for its ongoing and systematic violations of civilian rights in the occupied Palestinian territories.


Targeting Civilians: Documented reports confirm that children, women, the elderly, the sick, people with disabilities, and youth continue to bear the brunt of indiscriminate attacks and policies of collective punishment.


Deprivation of Humanitarian Essentials: Restricting and obstructing access to food, clean drinking water, medical supplies, and humanitarian aid constitute a direct violation of international law, exacerbating an already dire humanitarian crisis.


Destruction of Civilian Infrastructure: The systematic bombing of residential areas, hospitals, and schools undermines obligations to protect civilians and exacerbates their long-term suffering.


 Legal and Moral Basis


These acts constitute grave breaches under the Fourth Geneva Convention and may constitute war crimes and crimes against humanity, as defined in the Rome Statute of the International Criminal Court.


I call on the international community, relevant regional organizations, and Member States to:


Impose targeted political, economic, and military sanctions on Israel until it demonstrates its full compliance with international law and ceases all actions that endanger civilians.


Impose an immediate arms embargo to prevent the continuation of indiscriminate attacks against civilians.


Support the referral of cases to the International Criminal Court for an independent investigation and accountability. Establish safe humanitarian corridors to ensure the safe and unrestricted delivery of food, water, and medical assistance to affected populations.


The credibility of the international system and the preservation of human dignity require urgent action. Upholding justice and accountability is not an option, but an imperative under international law. Failure to respond risks entrenching impunity and perpetuating human suffering.

There is no simple answer, and any lasting solution must be built on mutual respect, security, and recognition of the legitimate aspirations of both peoples.  🟪The following are the key principles and approaches I believe are essential for moving forward:  🟨* Two-state solution: The internationally recognized framework for a two-state solution remains, in my view, the most viable path to a just and lasting peace. This entails the establishment of an independent, sovereign Palestinian state living side by side with a secure Israel, with mutually agreed borders based on the 1967 lines, with land swaps. This solution offers the best opportunity for both Israelis and Palestinians to achieve national self-determination.  🟨* Security for both peoples: The security concerns of both Israelis and Palestinians must be addressed comprehensively. For Israelis, this means ending rocket attacks, terrorism, and the threat of violence. For Palestinians, this means ending the occupation, settlements, and movement restrictions, with assurances of a state capable of protecting its citizens.  🟨 * Ending the Occupation and Settlement Expansion: The continued Israeli occupation of Palestinian territories and settlement expansion are significant obstacles to peace. A credible peace process requires a clear commitment to end the occupation and halt settlement activity, which undermines the viability of a future Palestinian state.  🟨* Justice for Refugees: The Palestinian refugee issue is a profound humanitarian and emotional issue that must be addressed in a just and agreed-upon manner, in accordance with international law and relevant UN resolutions. This requires creative solutions and international cooperation.  🟨* The Status of Jerusalem: Jerusalem is a holy city for Christians, Jews, and Muslims, and its final status must be negotiated. It must be an open city for all and the capital of both states, with arrangements that respect the religious and historical ties of all faiths.  🟨* Economic Capacity and ♦️Development: A future Palestinian state must be economically viable and able to provide for its citizens. This requires significant international investment, an end to economic restrictions, and the development of strong institutions.   ♦️* Negotiations in good faith: A solution can only be reached through direct, sustained, and good-faith negotiations between Israeli and Palestinian leaders. The international community must support these negotiations, playing a vital role in facilitating dialogue, providing guarantees, and upholding agreements. External actors must act as honest brokers, not advocates of partisan interests. ♦️* Addressing internal divisions: Both Israeli and Palestinian societies face internal divisions that can hinder progress. Strong, unified, and representative leadership on both sides is critical to building consensus and making difficult decisions for peace. ♦️* Education and reconciliation: Looking beyond immediate political solutions, long-term peace will require efforts to foster understanding, empathy, and reconciliation between Israelis and Palestinians. This includes education that promotes tolerance and respect, and initiatives that build bridges between communities.  🟦Ultimately, achieving a lasting solution requires tremendous courage, compromise, and a willingness to envision a future where both Israelis and Palestinians can live in peace, dignity, and security.
